Ban Daxia–Phonhin is Village Cluster II of the eight village clusters in Laongam District, Salavan Province. As a historic community, the area is identified in the district’s 10-year development strategy as a potential area for upgrading from a large village into a small urban center. However, existing development remains concentrated along roads, agricultural land, and vacant areas, without comprehensive land-use planning.

The project aims to prepare an Overall Guiding Plan for Ban Daxia–Phonhin that reflects current land-use conditions and aligns with the socio-economic development plans of Laongam District. The plan will provide a clear framework for managing future urban growth and improving land-use management, infrastructure, and the urban environment.

The scope focuses on land-use planning, road networks, transportation, and connectivity, while identifying appropriate directions for infrastructure development and future expansion. It will support local authorities and communities in coordinating development and creating a more organized and efficient settlement.

Ultimately, the project aims to improve the quality of life and living environment through better infrastructure, sanitation, safety, environmental management, and public spaces, while supporting the five-year socio-economic development plan of Salavan Province and the long-term sustainable growth of Laongam District.
