The Urban Development Master Plan (UDMP) for Paksan Town, Bolikhamxay Province is one of the subprojects under the Fourth Greater Mekong Subregion Corridor Towns Development Project (GMS-CTDP4). The plan aims to guide the sustainable growth of Paksan Town by improving urban infrastructure, environmental services, economic connectivity, and the overall quality of urban life.

The UDMP provides a long-term development framework to 2040, focusing on land use, urban expansion, transportation, infrastructure, environmental management, drainage, riverbank protection, and the development of public and urban facilities. It also aims to strengthen Paksan Town’s role as an important urban node along the GMS North–South Economic Corridor and support stronger economic connections with Thailand and Vietnam.

Given Paksan Town’s strategic location along National Route 13, the plan promotes well-managed urban expansion and coordinated development between the town and its surrounding areas. It seeks to optimize local economic potential, strengthen the capacity of local authorities, and establish a clear framework for sustainable urban development.

Under the supervision of PIC, APA Incorporate Sole Co., Ltd. was responsible for preparing the UDMP, including urban development policies and regulations, land-use planning, construction and development guidelines, and priority investment projects to support the future development of Paksan Town, Bolikhamxay Province.
