The Salavan Town Comprehensive Urban Development Plan was developed to support the continued socio-economic growth and expansion of Salavan Town, the provincial capital of Salavan Province. The project aims to guide urban development in a systematic and coordinated manner while improving living conditions, public facilities, environmental management, and the overall quality, safety, and attractiveness of the town.

Covering approximately 3,450 hectares across 14 villages, the plan provides a comprehensive framework for land-use management, infrastructure development, urban expansion, and construction control. It serves as a reference for local authorities, the Department of Public Works and Transport, and other relevant stakeholders in coordinating and managing future development.

The plan reviews and updates the town’s previous urban development framework, taking into consideration population growth and changing socio-economic conditions. Key infrastructure planning includes road networks, electricity, water supply, drainage, waste management, and social infrastructure, together with updated land-use regulations to ensure orderly and sustainable urban development.

The project also promotes economic development and improved urban connectivity through designated commercial and service areas, while enhancing public spaces, riverside green areas, and recreational facilities. Special attention is given to the protection of natural, historical, and cultural resources, including valuable landscapes and public-use areas along the Xe Don River.

Overall, the project provides a strategic framework for transforming Salavan Town into a well-organized, attractive, safe, environmentally sustainable, and resilient provincial capital, supporting long-term socio-economic development while preserving the town’s natural and cultural identity.
