Kongxedone Town is located in southern Lao PDR, approximately 78 km west of Saravan Town. As one of the eight districts of Salavan Province, the town has experienced rapid population and economic growth, leading to uncontrolled expansion along the main highway. This has created challenges including scattered development, insufficient public and social services, and unclear land-use management.

The project aims to develop a Comprehensive Urban Development Plan for Kongxedone Town that reflects current land-use conditions and aligns with the socio-economic development plans and vision of the town and Salavan Province. The plan will provide a clear framework for managing urban growth, land use, infrastructure, and future development in a systematic manner.

The Master Plan focuses on the conservation and revitalization of the historic urban area, with strategies for heritage management, restoration of historic buildings, improvement of public spaces, urban design, and sustainable tourism development. It also promotes community participation to ensure that conservation contributes to local identity, quality of life, and economic opportunities.

The town comprises 84 villages within 9 village clusters, with a total population of approximately 66,645 people based on 2018 data and an estimated annual population growth rate of 1.5%. The project therefore places emphasis on accommodating population growth while improving infrastructure, public services, land-use management, and the overall organization of the urban area.

Ultimately, the project will provide a comprehensive and sustainable framework for urban development, helping local authorities guide future land use and infrastructure investment, support economic growth, and create a more organized, efficient, and livable town for current and future communities.
